Executive Director
Charisse Aquino-Tugade is currently the Executive Director of the NBDB. She was mainly responsible for effecting necessary changes to make the agency function as an effective and efficient unit, and helped open up doors so that the country’s publishers may have due representation in state textbook programs. She is active in promoting a culture of readership in the country by spearheading readership programs such as the Book Nook Project, a program that provides reading and writing community spaces located mostly in indigenous, remote, and highly populated areas around the Philippines, and the Philippine Book Festival, which gathers readers and the Philippine book publishing industry in a single space.

The Book Nook Project
The Book Nook Project is one of two flagship programs created by the NBDB, the other one being the Philippine Book Festival (PBF). Both programs were designed specifically to address limited access to quality books across the Philippines.
Each Book Nook site serves as a reading and storytelling hub filled with Filipino-published books, and the Book Nook staff is supported with training in storytelling, library science, and community engagement. With only 52 sites since its launch in 2021, the Book Nook network has expanded exponentially to reach 113 locations around the country. The NBDB also partnered with institutions like the National Museum of the Philippines (NMP) to open new Book Nook sites, such as the one in NMP-Iloilo, which has also launched the Basa Ta program, a monthly reading program for learners, and mobile Book Nooks that bring reading to schools.
The NBDB also set its sights abroad for the Book Nook as it crossed international geographic boundaries to reach South Korea and the United States, reaching over 50,000 visitors.
Aside from the distribution of thousands of books in Philippine languages across the country, the project also fosters a national reading culture. It puts emphasis on the democratization of both physical spaces and access to books to offer valuable opportunities for young readers, families, and communities. To sustain and expand this work, the NBDB holds an annual Book Nook Conference for site partners to exchange best practices and learn from experts. Applications for new sites have already opened from January to March 2025, where it invited schools, government agencies, and organizations to join. Selected applicants will receive a package of 1,000 books, training, and access to further opportunities offered by capacity-building workshops like the Tuklas Dunong and Hibla Lokal programs.
Philippine Book Festival
The Philippine Book Festival (PBF) is the country’s premier and biggest all-Filipino book festival. At its core, it seeks to reimagine the traditional book fair by spotlighting Philippine creatives and publishers in an immersive, experience-driven setting. With partners from the public and private sectors, the NBDB established the PBF as a concerted effort to enhance access to and distribution of quality, affordable Philippine-authored books. As a marketplace for both retail and institutional purchases, the PBF reflects the NBDB’s and the Department of Education’s commitment to addressing gaps in access to quality books by saturating the Philippine market and schools with relevant, accessible, and affordable Philippine-authored titles. This initiative responds to a time when foreign titles dominated state-recommended reading lists for schools.
The PBF, a first-of-its-kind event, seamlessly blends education, entertainment, tourism, and shopping into a single family-friendly experience. It features book signings, readings, literary performances, author meet-and-greets, and panel discussions that celebrate the Philippines’ unique literary culture—all while ensuring that Filipino readers have access to quality books.
