NBDB Leadership

Charisse Aquino-Tugade is the Executive Director of the National Book Development Board (NBDB) of the Philippines.[1] Under her leadership, the NBDB has implemented changes to its operational processes[2] and worked to increase the inclusion of Philippine-published books in government textbook programs.[3] The agency has also undertaken projects such as the Book Nook Project and the Philippine Book Festival to ecnourage reading and support local literature.[4]

Book Nook Project

The Book Nook Project, initiated by the NBDB in 2021, establishes reading centers in underserved areas of the Philippines, including indigenous, remote, and urban communities.[5] These centers provide access to books published in the Philippines and serve as spaces for reading and storytelling activities.[6] Staff at Book Nook sites are trained in library management, storytelling, and community outreach to facilitate literacy programs.[7]

The project expanded from 52 sites in 2021 to 113 sites by 2023.[8] The NBDB has partnered with organizations, including the National Museum of the Philippines, to establish sites such as one in Iloilo, which hosts a monthly reading program called Basa Ta for students.[9] Mobile reading centers have also been introduced to deliver books to schools[10]. International sites have been established in South Korea and the United States.[11]

The initiative includes books in various Philippine languages[12] and organizes an annual conference for site partners to share best practices.[13] Between January and March 2025, the NBDB opened applications for new Book Nook sites, providing selected applicants 1,000 books, staff training, and access to workshops such as Tuklas Dunong and Hibla Lokal.[14]


Philippine Book Festival

The Philippine Book Festival (PBF), an annual event organized by the NBDB, showcases books published in the Philippines.[15] Held in partnership with public and private organizations, the festival functions as a venue for purchasing books for retail and institutional use.[16] It aims to increase the availability of Philippine-published books in educational and community settings.[17]

The PBF includes activities such as book signings, author readings, literary performances, and panel discussions.[18] The event combines educational and cultural elements to engage attendees.[19] It also seeks to address the historical reliance on foreign books in government-recommended reading lists by promoting local titles.[20]
