The page in question (https://worldmusicianobituaries.org/musicians/oscar-garcia-urrego/) that the Speedy deletion nomination took place "under section G12 of the criteria for speedy deletion, because the page appears to be an unambiguous copyright infringement", was actually created based on the draft of the Wikipedia article, not the other way around. As you can see on the bottom of the page, they are crediting and referencing Wikipedia as the source of the article, so this article was not copied from that page, but the author copied the article for publication on the worldmusicianobituaries.org website.
