Leo I of Galicia ancestry

Hello! On Leo I of Galicia I am wondering where you found Agnes von Staufen because on Daniel of Galicia, Roman the Great and Mstislav II of Kiev I added Agnes von Staufen as Agnes of Germany and her parents as Conrad III of Germany and Gertrude of Sulzbach (I found those two on Geni.com I ended up removing the ancestors from the ancestry table of those three and left them empty but then I saw the ancestry table of Leo I of Galicia and I’m curious were you founded that ancestor and would like to know if she is the daughter of Conrad III of Germany and Gertrude of Sulzbach so I can re-add them to the ancestry table of those three.

Also, during the Soviet period sports schools were usually centers of Olympic Reserve, rather than preparation or training. Ukraine people

I've been categorising Category:People from Lviv by occupation as part of a wander across Eastern Europe. We British people are not familiar with the idea that the same city can be in multiple countries over the course of history. If you think I have done anything foolish I would welcome your advice. Rathfelder, I think we are steering off onto different topic. You are right about Lviv being switched around a lot, but when you said occupation, didn't you mean like profession? My problem is that I can do categories like Category:Scientists from Lviv, but then we put that into a country category. These scientists all came from or worked in Lviv, but some would have described themselves as Austrian, some as Polish, some as Ukrainian, and maybe some as German and maybe even Polish Austro-Hungarians. Rathfelder, another thing, you might have heard about Stepan Bandera. He was a Polish national (citizen of Polish Republic), who in his birth certificate was indicated as Rusyn, but his political view was revival of the Ukrainian statehood. What do you think of that? As far as categorising, for example Category:Journalists from Lviv, we have to put them in one country, so I have made them all Ukrainian, as that is the present situation. I only know what is in the articles, and there is rarely any explanation about why some are described as Polish and others as Austrian etc. I assume the central issue is really about language, but that is rarely mentioned. Rathfelder, I do not thing it is useful. First of all, it is almost an original research, second of all, normally, if educated, a person living in a particular country is proficient in any language he or she wants, yet as far as identifying nationality one should be careful and provide sufficient evidence of that person belonging to a particular nationality. How would you differentiate a journalist from Dublin whether he or she is Irish or English or British, because Ireland was at one point part of British Empire. What about a journalist from Köln born in 18th-19th centuries? Are they Romans being born in Holy Roman Empire, Germans, or Prussians? Freddie Mercury was born in Zanzibar, yet he is not considered a Zanzibarian or Tanzanian, Rudyard Kipling is not Hindu or Rajistani. What is the point to emphasize a particular nationality for certain occupation? How can you be accurate to claim a person of certain nationality when it takes two parents who may have been born also in multicultural family? I understand that you might want to may be standardize, but when you approach the issue in simplified way it could create an extra argument or conflict. Would not you agree? When we say people are "from" somewhere, tht is ambiguous. They may have been born there, or maybe they did what made them notable there. But being "from" Posnan is more concrete than being Polish, or German, or Austro-Hungarian. Freddie Mercury could be described as from Zanzibar, but he didnt do anything notable there, so we dont categorize him there. Rokovsky was born in Ottoman-ruled Rumelia, just to complicate things further! Categorisation is not an exact science. Rathfelder (talk) 07:51, 22 September 2020 (UTC)

Hi! I was wondering why were you adding UEFA qualifiers template for men's tournaments to women's qualifying pages? Initially I thought it was just an unintentional mistake, but then I saw you added them to many different pages. Seany91 (talk) 07:47, 6 October 2020 (UTC)

@Aleksandr Grigoryev: You added Template:Qualification for championships (UEFA) to multiple women's final tournament qualifying pages, but that template does not contain any links to women's qualifying pages. I agree that such a template including women's info may be helpful (as you can see, I edit almost exclusively on women's football), but the way to go about it is to modify the template (or make a separate one for women) first, not to add irrelevant templates everywhere. Seany91, would it be not more constructive to discuss it at the article's talk page? Your inquiry seemed like a type of complain about my disruptive editing. I guess I might go a bit overboard with the assumption, my apologies. The template's title says UEFA qualifications, women's tournaments is becoming more notable and are conducted under the UEFA auspices. There is no special or separate women's UEFA organization so the qualifications are being conducted under the men's UEFA. Seany91, I also tried to add Olympic qualifiers, because before 1990s national senior teams especially from UEFA competed in those competitions. This way, all qualification competitions among UEFA first (senior) national teams would have been united thematically, but some editors had some objections. Ukraine raion templates

Hi. I was just looking through the templates for Chernivtsi Oblast, e.g. this one, and noticed the councils/selsoviets are no longer showing up. Any idea how to address this? I heard Ukraine is undergoing administrative reform, so perhaps the loss of that field has something to do with it. Anyway, thank you for your advice. - Biruitorul Talk 20:32, 26 November 2020 (UTC)

Biruitorul, Ukraine is transitioning from counsils (silrada and miskrada, not selsoviet of Balalaika origin) to territorial communities (hromada). The process of creation of new communities involves basically uniting the former councils to increase their area and population, but sometimes some councils simply are readapted as the new community. In addition to this, intermediate level such as districts (raion) were decreased in numbers by merging some of them between one with others. Your sample with Novoselytsia Raion seems to be in good conditions, but is obsolete as itself this district was merged into Chernivtsi Raion mostly. Looks like its councils (around 30) were merged into like 3 communities, two of which were added to Chenrivtsi Raion. Also recently there took place 2020 local elections in Ukraine which had elections to councils such as silrada and miskrada, yet it is not being emphasized that councils are kept only as institutions rather than part of territorial subdivisions. I was about to suggest that if you can find any other sources and remove/comment out the parts to be filled in then it could be acceptable... but I see your already working on that - so good job, any article that is improving is good thing. Sometimes with such events there is enough pre-event sources to show notability other times not, we review just on what is presented. Special City Status of Kyiv

I was curious if you happen to be savvy enough to find the law(s) on the Verkhovna Rada website that details Kyiv's special city status, and possibly Sevastopol? I've tried, but to no avail. --Criticalthinker (talk) 09:45, 30 September 2021 (UTC)

Criticalthinker, special status about both of the cities is mentioned in the Constitution of Ukraine. About details, there is a separate Law of Ukraine "About capital of Ukraine, the Hero city Kyiv" (currently is under revision). Also, both cities municipalities ("state administration") are mentioned of equal significance with regional (oblast) state administration in Law of Ukraine "About local state administrations" as well as Law of Ukraine "About self-governing in Ukraine". The Law of Ukraine "About the Hero city Sevastopol" is still under discussion, while drafts for the law existed soon after the adaptation of fundamental laws on local state administration and self-governing (example of 2003). There are also thoughts whether it is worth to keep special status for Sevastopol (The city without special status. What is awaiting for Sevastopol after possible changes to the Constitution of Ukraine (Місто без особливого статусу. Що чекає на Севастополь після можливих змін до Конституції України?), 2019). On the article Administrative divisions of Ukraine, an editor recently added a sentence to the sub-section dealing with the two cities of special status, however, he did not cite anything and he told me it's something he simply remembered. So I wanted to be able to add the source of the revelant law for Kyiv. In any case, I'm translating it, and I'm still a bit confused about how its organization (council, state administration, mayor, etc.) differs from that of any other large city in the country. Could you possibly tell me the relevant parts of the law as to what makes it special? The editor wrote "which allows it to form its own administrative council." Is this correct? Any self claimed administrative functions of a council without acknowledgement of the Verkhovna Rada (Supreme Soviet) are irrelevant and treated as non-existent. Beside councils of populated places there are also territorial councils according to territorial subdivision designation. The councils provide the local governing of a place, while state administrations exist to implement a state policies and authority.

Criticalthinker, the special status for Kyiv exists to regulate and/or prevent possible conflict in authority between a city administration and national administration. The status definitely does not give any special unregulated authority or functions. All of the authority in Ukraine has to be acknowledged by the Verkhovna Rada regardless of any status. Criticalthinker, the special status of Sevastopol was based exclusive on the fact that the Russian naval base was integrated within the city. The base was never separated from the city after dissolution of the Soviet Union and had this undefined status as part of the 1990s negotiations over the Black Sea fleet status despite the fact that the Constitution of Ukraine prohibits having any military installations of foreign countries. According to negotiated agreement, Russians were obligated to remove its military presence by 2017, but in 2010 Viktor Yanukovych signed the Kharkiv pact extending that obligation's term. So, the city of Sevastopol had its city council, but did not have own official head of city (mayor), instead there was a city state administration, which was headed by an official appointed from Kyiv. Now, what I think happened, someone who was editing the paragraph, thinking it is important to add that Sevastopol is a federal subject of Russia, and removed some previous information yet left portion of it. Wow, did not expect 7 different comments. lol Anyway, I'm still trying to figure out how to word the sub-section on special status. It'd seem to me the only real difference in local governance is that up until 2014, and unlike in other cities, the office of head of city state administration was a popularly elected position, that whoever was elected mayor was also chosen as head of local state administration. It seems that this was changed to make it the same as every other city in 2014, in which there is the dual position or mayor and local state administrator. I also understand that there seems to be an informal agreement since then the national government chooses for this position whoever is popularly elected mayor of Kiev, but that this was also not always the case and resulted in acrimony, sometimes.

This brings me to one other question: What are the different competencies of a mayor and a head of state administrator? Who is generally more powerful of the two as it relates to responsibilites and control of the local government executive? Correction. The city state administration only exists for those two cities. Now head of this position is an appointed official, while head of city (official title, unofficially – a mayor) is an elected through direct popular vote usually during the local elections that take place every five years nationwide. For the city of Kyiv, the position of head of city also exists and it is an ongoing political debate in Ukrainian politics, at which many pikes got broken, so to speak. In 1999 there was adopted the fundamental law on local governing that settled many issues connected with it. It was decided that in Kyiv, the head of city will stay electable and should be approved by the president for the position of head of the city state administration. In 2003 the Constitution Court of Ukraine provided more detailed explanation stating among other following, "The Kyiv City State Administration should be headed only by the person elected as the head of Kyiv City who is appointed by the President of Ukraine as the Head of the Kyiv City State Administration. As the Head of the Kyiv City State Administration, on issues to exercise executive power the head of Kyiv City is responsible before the President of Ukraine and the Cabinet of Ministers of Ukraine, while being accountable to and under the control of the Cabinet of Ministers of Ukraine." Criticalthinker, now concerning Sevastopol, that city has never had elections of head of city (mayoral). The city had own city council headed by the head of the council and there also was city state administration, head of which was not elected as in case of Kyiv, but only appointed by the Ukrainian government, particularly due to security concerns as back in 1993 the Russian Supreme Council declared the city of Sevastopol the Russian city. That particular territorial claim was raised at the UN Security Council and was somewhat squashed, but in 2014 Russians came up with another story for the land grab. Criticalthinker, you see, Crimea in the Soviet Union was the prime vacation place for most of the Politburo, particularly its southern coast around Yalta. There is a special abbreviation for it UBK – "Yuzhnyi bereg Kryma", the Crimean southern coast. Unlike most of the Crimean territory, the UBK's climate is close to the Mediterranean and therefore of high value. Sevastopol, while geographically is not really part of the UBK, is located in same locality and has important strategic location in Black Sea region providing an effective control over the whole marine area. In 2010's Ukrainian minister Yuriy Boyko installed several sea drilling rigs just off the coast near Sevastopol which were taken in a corporate raid by the Russian military during the 2014 Russian aggression against Ukraine. When we talk of the "head" of Kyiv, which of the two offices is seen as the highest/most powerful? And what are the differenes in what the Mayor/Governor can do and what that person can do in his or her capacity as the head of local state administration?

And then that brings me back to something you just said that only Kyiv and Sevastopol have heads of local state administration. I've read that each city of any kind of significance/subordination all the way up to the oblast level has local state administrations. Is this not the case? Criticalthinker, the decision of the Constitutional Court of Ukraine united the positions into one as a head of city of Kyiv (unofficially – mayor). In 2010 Viktor Yanukovych tried to split the post and in 2010–2014 there was dual administration in Kyiv de-facto when the post of head of Kyiv city was temporarily held by secretary of the city council after resignation of Leonid Chernovetskyi, while the post of head of the city state administration was held by appointed official (Oleksandr Popov), neither one of them were elected by residents of Kyiv and was one of triggers for the 2014 political crisis. After Viktor Yanukovych ran away, the Kyiv city elections took place and the city finally obtained its full-pledged head of Kyiv city. A head of state administration, of course, is not that important as it is not an elected official. Okay, I found what the editor that changed the article meant by "which allows it to form its own administrative council." as it related to Kyiv's special status. It comes in Section 12 in the second item:

Міська та районні в місті Києві ради протягом місяця після набрання чинності цим Законом вирішують питання щодо формування власних виконавчих органів на базі відповідних державних адміністрацій, які паралельно виконують функції державної виконавчої влади, що є особливістю здійснення виконавчої влади в місті Києві.

I'd interpret this to mean that the city council forms it's own executive bodies. But it is very much qualified with "on the basis of relevant state administrations." So the 'fact' added wasn't particularly correct or relevant. It would seem that special city status actually confines and hinders these oblast-level cities' powers to organize their own government. Hello. I noticed that you have added the info currently in the Russo-Ukrainian War#Russian bases in Crimea section. There is a lot of stuff that has been changed in the article over the years and I am a little confused on what the purpose of this section, and don't want to step on any toes. In the current iteration of the article this section seem to cover: Russia force disposition in Crimea prior to the military intervention, limitations imposed on them by treaty, evolution of said treaty, constitutional allowance for it, and finally historic dependence. Checking the history, I found that a lot of the poor material was added by you in 2016. I am looking through your other contributions and cannot find any substantive change to an article that does not include grammar errors.
