None of these titles is wrong, but "Books in Brazil" has several advantages: it's more concise, it's consistent with other similar articles (Books in France, Books in Germany, Books in the United Kingdom, Books in the United States), and it more fully defines the scope of the article, which discusses the present as well as the past.
