I've taken the bold move of merging the content on this page to Brooks + Scarpa: I couldn't find in-depth coverage in multiple, reliable third-party sources, and as such I conclude that the article fails the general notability guideline. OK, I reviewed the source list with an open mind, and I now agree that she actually is notable. For reference:
Rosenfeld 2014 - All about the firm; doesn't discuss Brooks in detail at all.
Stang 2005 - Discusses one of her projects at length; probably meets the standard.
