Kirk Roy Ouimet (born 1984) is an American tech entrepreneur known for co-founding Scan, Inc., and founding the health-tech startup Phi, Inc. He co-created the Scan app, a QR code scanner acquired by Snap Inc. in 2014 for $54 million. Following the acquisition, Ouimet joined Snap Inc. and oversaw the integration of Scan's technology into Snapchat (which became Snapcodes) and established Snap's Utah R&D office.[1]

After leaving Snap, Ouimet founded Phi, Inc., focusing on personalized health and longevity. He is also active as an investor and advisor for technology startups, particularly in fields such as biotechnology and computer vision.[2]

Early life and education

Ouimet grew up in Utah and earned a Bachelor of Science in information systems from Brigham Young University (BYU).[1] At BYU, he met fellow entrepreneurs Garrett Gee and Ben Turley, with whom he co-founded Scan, initially called QR Code City, winning second place at BYU’s 2011 Student Business Plan Competition.[3]

Career

In 2011, Ouimet, Gee and Turley founded Scan, Inc., renaming their earlier QR-code project to better connect physical and digital spaces.[4] Scan’s flagship product, a QR-code and barcode-scanning app, quickly became popular and reached over 10 million downloads by mid-2012.[5] Scan received $8 million in venture capital, including funding from Google Ventures and Menlo Ventures, and its founders appeared on ABC’s Shark Tank in 2013.[6]

In December 2014, Snap Inc. acquired Scan for $54 million.[6] Following the acquisition, Ouimet joined Snap’s engineering leadership team, relocating to Los Angeles to oversee the integration of Scan's technology into Snapchat, leading to the development of Snapcodes and augmented-reality scanning tools.[7][8] In 2017, Ouimet was tasked with establishing Snap’s research-and-development office in Lehi, Utah.[1] During his tenure at Snap, he authored more than 20 patents and contributed to Snap’s product-development efforts ahead of its 2017 IPO.[9]

Ouimet left Snap in mid-2020 to pursue new ventures and personal interests.[7] After leaving Snap, he founded Stack Science, Inc., later renamed Phi, Inc., shifting his focus to personalized health technology.[2] One of its initial products, Stack, launched in 2023, features micro-encapsulated nutritional supplements delivered in tailored day-and-night regimens designed to optimize bioavailability and absorption.[10]

Ouimet has also actively invested in and advised numerous startups, primarily within Utah's technology community. By 2023, he had invested in more than 250 early-stage ventures, including multiple companies that grew to valuations exceeding $1 billion. His investment activities span diverse fields, including artificial intelligence, blockchain, media, and biotechnology.[9]
