Google scholar shows no secondary sources for this person. The merchant marks source does not support that the grocer was the same as the mayor or sheriff, and the Chase source does not support that the sheriff and the mayor were the same person, nor does it connect either/both of those persons to the grocer. Does not seem to meet GNG - mayor of Norwich isn't inheritently notable.
