Hi PeterShaw1999, if you have a COI, you need to declare it or you work for an affiliated institution, then you need to make the WP:PAID disclosure. Either way, neither preclude from creating and submitting drafts but there are special rules for articles so do read the message.
I see you updated Draft:Jesus Salgado but when you did you removed the decline message. As noted on the message, those should stay so I have restored it which also gives you the ability to resubmit it. As astronomer, I know the work of the people and organisations I am trying to document in wikipedia pages. I have started with ESA, then SKAO and I was planning to continue with CDS (Strasbourg astronomical Data Center), HEASARC (High Energy Astrophysics Science Archive Research Center) and other astronomical data providers, including the more prominent members and contact points. Maybe it was too ambitious but this activity is poorly covered by wikipedia (the observatories have sometimes a page but the data provider institutions, essential for the science production, are not represented)

Sure, I did it. Most of the references are secondary ones (and independent, including peer review and indexes of paper and citations). About the independent, the connection is that I am astronomer and I know the institutions because I use the data and services from then to do science but I tend to think it is like if a journalist (not working for The Times) creates a page describing "The Times". I have started a series of publications to cover the astronomical data providers but it looks that this is not going good, maybe because the subject is not considered important.
