As for the substance of your help desk thread - please see WP:NLT. You can request your userpage to be deleted under WP:G7, but we cannot delete other accounts, nor can accounts be deleted in general. If you still have login information, you could request a WP:Courtesy vanishing, but otherwise, just abandon the account. Unless your daughter has chosen to make their information public it isn't on Wikipedia. We don't ask for real names or addresses for sign-up. You have the choice of pursuing your grievances on Wikipedia using Wikipedia processes, or by going to the judicial/regulatory system of your country, but not both at the same time.
