Port of Heihe is a river port in the Heilongjiang (Amur) river, in the border between China and Russia. It's counterpart port is Blagovashchensk, the capital of Amur Oblast. It is located in Heihe city, Heihe also has a and road link with Russia, and it is one of the most active Ports of Entry between the two countries.
History
[edit]The history of Heihe as a border port starts with the 1858 Treaty of Aigun, which transferred the left bank of the Amur river to Russia, and made the river the border between the two countries. Trade was organized informally. The Japanese occupation of Manchuria closed the border, a closure that continued until 1957. The border was closed again soon thereafter due to the worsening relationship with the Soviet Union and the Cultural Revolution.
It was only with the normalization of relationships with the Soviet Union that the port could operate again. In January 1982, the State Council decided to resume operations on Heihe after a closure of almost two decades. In March 1983, the two governments ratified the relevant documents, and local trade resumed in July 1986. Permission was also granted for wintertime ice-road crossings. In September of that year, tourist trips were opened. In March 1990 the port was opened to international trade via the Russian section of the Amur. [1]

The freight terminals of both sides are 3,500 meters apart, and the passenger terminals are 750 meters apart. It is the corresponding port with the shortest transportation distance, the highest city specifications, and the strongest throughput capacity among the Sino-Russian border water transport ports. From this port, it can be connected to Russia's Trans-Siberian Railway and Baikal-Amur Railway via Blagoveshchensk, and its air routes can connect to major cities in Russia; from this port, going down along the Heilongjiang waterway, it can also reach ports in Russia's Far East and even ports in countries along the Sea of Japan coast.

黑河口岸与俄罗斯远东第三大城市、阿穆尔州首府布拉戈维申斯克市隔黑龙江相望,是1982年经国务院批准恢复的国家一类口岸,黑河—布拉戈维申斯克市的货运码头间距3500米、客运码头间距650米,是中俄边境线上距离最近、规格最高的对应口岸。1987年恢复开通至2022年末,累计出入境旅客2169.9万人次、进出口货物1124.9万吨。有7年出入境旅客超百万,是中俄边境线上过客能力最强的口岸之一。黑河公路口岸是中俄两国首座跨境界河公路大桥—黑龙江大桥的附属配套工程,2020年6月23日,经国务院批复的国际常年开放公路客货运输口岸;2021年9月2日,通过国家对外开放验收;2022年6月10日,口岸正式开通。黑河(步行)口岸是深入对接国家“一带一路”倡议,积极参与“中蒙俄经济走廊”建设,健全对俄互联互通,又一重要跨境基础设施,2019年7月18日开工建设,2020年1月28日对外开放获国务院批准,预计2025年7月竣工。2023年新冠疫情“乙类乙管”后,黑河口岸全面恢复常态化通关。
== Port Construction ==
I. Basic Information of Ports The Heihe Port faces Blagoveshchensk, the third largest city in Russia's Far East and the capital of Amur Oblast, across the Heilongjiang River. It is a national first-class port approved by the State Council for restoration in 1982. The distance between the freight terminals of Heihe and Blagoveshchensk is 3,500 meters, and the distance between the passenger terminals is 650 meters. It is the closest and highest-standard corresponding port on the Sino-Russian border. From the reopening in 1987 to the end of 2022, a total of 21.7 million passengers passed through, and 11.25 million tons of traded goods were recorded. There were 7 years with more than one million passengers entering and exiting, making it one of the ports with the strongest passenger capacity on the Sino-Russian border. The Heihe Highway Port is an ancillary supporting project of the Heilongjiang Bridge, the first cross-border highway bridge between China and Russia.[3]
On June 23, 2020, it was approved by the State Council as an international year-round open highway passenger and freight transport port; on September 2, 2021, it passed the national opening acceptance; on June 10, 2022, the road Port of Entry was officially opened. The Heihe (pedestrian) Port is another important cross-border infrastructure that deeply connects with the country's "Belt and Road" initiative, actively participates in the construction of the "China-Mongolia-Russia Economic Corridor", and improves connectivity with Russia. The passenger inspection hall has an exit hall and an entry hall, which are 8,489 square meters and 4,800 square meters respectively. There are 16 manual inspection channels and 2 self-service inspection channels, with an annual passenger throughput capacity of 2 million. The highway port covers a total area of 284,000 square meters, including a main building area of 43,500 square meters, a special cargo inspection area of 82,800 square meters, a hardened road area of 169,000 square meters, and a square paving area of 37,000 square meters. The port joint inspection area consists of a passenger inspection area and a cargo inspection area, including an entry-exit passenger inspection building, an entry-exit cargo inspection building and supporting ancillary facilities. The designed annual passenger capacity is 2.85 million and the cargo capacity is 6.2 million tons.
