Article class promotion should not be a whim or assigned to a bot to "equalize" project rating. The WP:B-class criteria gives the rationale for the consideration of promoting an article, usually from C-class. As an article progresses and improves it is often promoted but there is a method to the madness. Wikipedia:Writing better articles provides some insight.
The partial opening lead sentence is substandard and deserves a tag.
The use of multiple one and two-sentence paragraphs, in the only prose section of the collection of embedded lists, does not come close to qualifying as being "reasonably well-written" (criteria #4),
