What are these licenses for?
[edit]The article currently says "the Universal Licensing System (ULS) is the FCC online search portal for wireless licensing and research."
I don't know anything about this topic, and this doesn't help me understand what licenses are being granted. License to manufacture and sell a device? to use a device you made yourself? to use a device you bought from a manufacturer? to broadcast at a particular frequency? to start a radio station? to rent use of a particular physical device? to use a patent or technology?
