Yes the SDH/SONET networks are a major part of the current infastructure and as such NSAP's should be mentioned on this page. They are usually assigned by the Network Management/NOC personell and agreed upon within an organisation to be uniquie and are REQUIRED before any operational connectivity is established at the commisioning stage.

NSPA is not the correct acronym. It actually refers to SNPA (Subnetwork Point of Attachment)
I'll proceed to edit that.
