I'm not sure the article is correct. The reasons people were punished for harming felines was because they contributed to the foundation of Egypt and because it was because of cats that the mice didn't eat the grain and thus allowed for their survival. Felines are also under the protection of Bast who was heavily worshipped through certain periods. The punishment was death for harming a feline and commoners would often run into burning buildings to save a cat first.
