I've reviewed the Matthew Riley article and its supporting references, and in my assessment, the subject meets the notability requirements set out in WP\:BIO: https://en.wikipedia.org/wiki/Wikipedia:Notability_(people)

The article draws on a range of independent, reliable secondary sources, including Sky News (twice), Financial Times, CNBC, BBC, BusinessCloud, and the Lancashire Telegraph. These provide more than passing references; they offer substantial coverage of Riley’s role as founder and executive chairman of Daisy Group, as well as his broader business activities and recognition.

The coverage includes detailed reporting on major corporate transactions, such as Daisy Group’s £1.6 billion acquisition and its 2025 merger with Virgin Media O2 (valued at £3 billion). In addition, Riley has held non-executive roles with publicly listed companies and received nationally recognised business awards. Happy to hear other views, of course - but on balance, this article does seem to meet Wikipedia’s standards for a biographical article.
