A few problems with this one: the first sentence should have a colon to relate it to the following statement; appointed to it is very vague, since the next sentence states the title of Yang Shiqi and Yang Rong, but we don't get to know the title of Huang Huai and Yang Pu; the third sentence should be rewritten, the two who should be removed, and one instance of the remained should change to a synonym verb.
• However, the corrupt Liu Quan (劉觀) remained as the chief censor, and he was not the only corrupt official who was not removed. Change it to Some corrupt officials maintained their positions, for example, Liu Quan (劉觀), the chief censor. And perhaps add context to the reason for him being corrupt, if possible?
• [H]owever, generally, the eunuchs were generally kept under close observation. One 'generally' is enough, I let you choose which one to axe.
• The changes This part seems to be related to Censors were sent throughout the empire, correct? If so, move the latter sentence before the former, since right now it doesn't make sense.
