Expansion to encompass different meanings
[edit]Hi all, I haven't had a chance to do a deep dive on research, but this Harvard publication that I found in researching another project seems to point to there being another meaning for the term. Improvements needed

Of course a dollar increase in the form of a grant results in greater public spending than a dollar increase in income. The taxes from the income would be a lot less than a dollar.
