Quote from the science direct article above. "In essence, the draft Regulations mirror the provisions of the Directive. Unfortunately, the Directive itself has been widely criticized as taking a piecemeal approach and failing to meet the objective of providing a coherent framework for online services." This quote seems to suggest that there isn't very much difference between the two documents and that criticisms of the UK regulations are very likely to be criticisms of the directive, so it makes less sense to duplicate the contents of the article.
