This sentence appears to be taken word-for-word from the source material - and it's repeated across articles having to do with Samoa - but it doesn't really explain what any of this means. What is a "traditional salutation"? What does it mean to be "rooted in the traditional order of title precendence"? This needs to be written to clarify what's being talked about.
