How can this be an improvement?
[edit]What aspects of law do not make it illegal to posses or use cannabis in private or public. At What point does being cited for its use stop becoming a fine penalty and then become some other form of punishment. A new law legalizing and regulating cannabis market has passed recently
[edit]The law is said to legalize and regulate cannabis for those over 21 (an ID is required to purchase). It will be implemented within 9 months.
