Possible example in fiction?
[edit]The backstory of the Kaled-Thal wars in "Doctor Who" is that two interstellar empires fought until they were reduced to a pair of city-states on the ruined planet of Skaro, continuing the struggle with whatever remnants of technology they still possessed.
