Sumita Misra (born 30 January 1967) is an Indian civil servant and poet serving as an officer in the IAS.[1][2] Currently, she is serving as Additional Chief Secretary, Home, Jails, Criminal Investigation & Administration of Justice Departments under the Haryana government.[3][4][5]

Early life and education

Sumita Misra was born on 30 January 1967 in Lucknow, Uttar Pradesh.[6] She attended Loreto Convent and La Martiniere and earned degrees in Economics and Math. She obtained a PhD in Economics at Kurukshetra University in 2015.[6]

She has also participated in public policy programs at institutions such as Harvard University, the Indian Institute of Management Ahmedabad, the Royal Institute of Public Administration in London, the Indian Institute of Management Bangalore, and the University of Cambridge.[6]

Career

Sumita Misra has been a member of the IAS since 1990.[7] She has held several government roles in Haryana, such as SDM, DC, and Administrator at HUDA.[8] She also served as Vice chancellor of Maharana Pratap Horticultural University from 2022 to 2023 and was posted as Senior Advisor in the Economic Advisory Council to the Prime Minister in New Delhi for three years (2018-21), advising on policy subjects including the 'Circular Economy' and 'Blue Economy.'

PM's Economic Advisory Council

Sumita Misra began a three-year term in the Prime Minister's Economic Advisory Council in December 2017.[9][10] Misra is currently the Home Secretary, Haryana and has previously held positions such as Additional Chief Secretary to the Government of Haryana, responsible for the Medical Education & Research Department, Women and Child Development Department, Food, Civil Supplies & Consumer Affairs Department, Development and Panchayats Department Agriculture and Farmers Welfare Department, Chairperson Haryana Pollution Board, Transport Commissioner Haryana and Chief Electoral Officer Haryana.

Haryana received three National Awards for outstanding work in renewable energy from President Pratibha Patil in 2007, during Misra's role as director.[11] Haryana received three consecutive National Awards for Energy Conservation during her tenure. The 2005 Renewable Energy Power Policy, introduced during her tenure, facilitated investment from independent producers totaling approximately ₹ 5000 crore.[12]

As Managing Director (2013–2016), she oversaw three Surajkund International Crafts Melas (28th, 29th, 30th), including the 2016 edition, which had participation from 23 countries and approximately 1.5 million visitors.[13][14]

Agriculture and Horticulture

Under Misra's leadership, Haryana launched the Direct Seeded Rice (DSR) method, alongside training programs to educate farmers about its benefits.[15]

During her tenure as Additional Chief Secretary for Agriculture and Farmers Welfare in Haryana from 2021 to 2023, she supported initiatives like crop diversification programs[16] (Mera Pani Meri Virasat),[17] natural farming practices, Direct Seeded Rice adoption, and crop residue management. Technologies such as vertical farming were introduced, and schemes like the Mukhyamantri Bagwani Bima Yojana and the Haryana Beekeeping Policy were launched in 2021-22.[18]

Creche policy in Haryana

She was involved in the process that led Haryana to become the first state in India to implement a creche policy in July 2023.[19][20]

Chandigarh Literary Society

Sumita Misra set up the Chandigarh Literary Society[21][22] and is the Festival Director of Chandigarh Litfest (CLF), also known as Literati, which began in 2013 at the Lake Club of Sukhna Lake.[23]

Awards

Sumita Misra was recognised for "Best Destination Stewardship" in India (WTTCI-HVS, 2014–15).[29]

She was awarded the 'Award of Recognition 2024 by Chandigarh Sahitya Akademi.[30]

She received the 'State Level Flagship Award' on "Atal Bihari Vajpayee Sushasan Diwas" by the Chief Minister of Haryana for implementing the "Meri Fasal Mera Byora" scheme.[31]

She was awarded the 'Agriculture Leadership Award-2021' conferred to Horticulture in the year 2021-22.[32]

She was awarded Best Book in Hindi poetry in 2016-17 by the Chandigarh Sahitya Academy for Waqt Ke Ujale Mein.[33]
