Ravindra Kumar Mishra (born 15 July 1955) often abbreviated R. K. Mishra is a retired Indian civil servant, technocrat, and international expert in New Generation Network (NGN) technologies, telecom regulation, and broadband policy. With over 41 years of experience in the telecommunications sector, including 33 years in public service, he has held senior roles in the Department of Telecommunications (DoT), Telecom Regulatory Authority of India (TRAI), and BSNL.[1] After his superannuation, he has continued to influence the telecom ecosystem as an advisor, speaker, and policy expert.
Early life and education
[edit]Ravindra Kumar Mishra was born in Darbhanga, Bihar, India. He holds a Bachelor's degree in Electronics and Communication Engineering. He joined the Indian Telecommunication Service (ITS) in 1983 as Assistant Divisional Engineer (ADET), with his first posting as Sub-Divisional Officer (Telegraph) in Sikkim.[2]
Career

[edit]RK Mishra served in various capacities within the Department of Telecommunications and allied organizations. His notable positions included:
- Deputy Director General, DoT, where he led initiatives on telecom regulation, broadband deployment, and interconnection policy.[3]
- General Manager, BSNL (Calcutta Telephones and Jamshedpur SSA). During his time at BSNL, he oversaw several critical projects and service rollouts. As General Manager of Calcutta Telephones, he played a key role in launching the CellOne GSM mobile service[4][5] and managed crisis communication during network outages and national strikes.[6][7] In Jamshedpur, he managed customer grievance redressal and network reliability issues.[8][9][10]
He also served at TRAI in senior policy-making roles.
