Proposals for an Iranian transitional government, intended to administer Iran in the immediate aftermath of a potential collapse of the Islamic Republic, were outlined by exiled Crown Prince Reza Pahlavi in June 2025 during the Iran–Israel War.[1][2][3][4]

Background

The Qajar Dynasty that had ruled Iran since 1789 was deposed by Reza Shah in the 1920s leading to the establishment of the Imperial State of Iran, a constitutional monarchy with Reza Shah crowned as the first Shah of the Pahlavi Dynasty. During the Cold War, Imperial Iran was aligned with the Western Bloc. In 1979, the Shah was overthrown and the Islamic Republic of Iran was proclaimed. Then Shah Mohammad Reza Shah went into exile until his death the following year, at which point his son, Crown Prince Reza Pahlavi, became pretender to the Iranian throne. After the collapse of the Soviet Union, Iran formed an Axis of Resistance, to counter United States and Israeli influence in the Middle East. Iran had continued to develop a nuclear weapons program until an agreement was reached 2015 to freeze nuclear development in return for sanctions relief. The United States withdrew from the agreement in 2018 and in 2020, Iran declared that it would no longer abide by the deal's limitations. On 13 June 2025, claiming that Iran was on the verge of developing nuclear weapons, Israel launched a pre-emptive attack on Iranian nuclear research facilities leading to start of the Iran–Israel War.

Formation

On 17 June 2025, Crown Prince Reza Pahlavi, son of the last Shah of Iran and spokesperson for the Iran National Council, made a statement declaring that the Iranian regime had "reached its end and is in the process of collapsing" adding that supreme leader Ali Khamenei had "gone into hiding and had lost control of the situation". He went on to urge the Iranian people to "rise" and "reclaim" Iran.[5][6] He confirmed that plans were in place for a 100-day transition period following the fall of the regime and outlined a vision for a national transitional government "led by and for the Iranian people".[7][8] On 19 June, Reza Pahlavi told a bipartisan group of members of the United States House of Representatives that he had "chosen to step forward, not to seek power, but to fulfill a duty to help lead this transition".[9] The following day, Pahlavi stated on social media that discussions had already started in relation to a post-Islamic Republic transition.[10][11]
