Huang Haikun

Huang Haikun (Chinese: 黄海昆, born in January 1965 in Guigang, Guangxi) is a Chinese politician. He presently holds the positions of vice chairman and Chinese Communist Party Deputy Committee Secretary of the Fujian Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), as well as president of the Fujian Law Society.[1]

Guangxi

Huang commenced his tertiary education in 1983 at the Department of Chemistry at Guangxi Normal College. Following graduation, he stayed in the college, functioning as a political advisor and subsequently as Deputy Secretary of the Communist Youth League Committee. Beginning in 1992, he occupied multiple leadership roles in local governments throughout Guangxi, including Pingxiang, Nanning Prefecture, Luchuan, Beiliu, and Yulin, serving as deputy mayor, county head, party secretary, and municipal secretary-general.[2]

Since 2011, he has held many top roles in the Guangxi Zhuang Autonomous Region administration, including Deputy Secretary-General of the Party Committee, Deputy Secretary-General of the People's Administration, and Director of the General Office. He then held the positions of mayor and deputy party secretary of Qinzhou, while simultaneously managing the Qinzhou Free Trade Area and the China-Malaysia Industrial Park.[3] In 2018, he was designated Secretary of the Yulin Municipal Committee of the CCP and Director of the Standing Committee of the Yulin Municipal People's Congress.[4]

Fujian

In 2021, he was transferred to Fujian, where he served as vice governor and director of the Provincial Public Security Department and later as a member of the Standing Committee of the Fujian Provincial Committee of the Chinese Communist Party and Secretary of the Political and Legal Affairs Commission.[5][6]

Since January 2025, Huang has held the positions of vice chairman and deputy party secretary of the Fujian Provincial Committee of the Chinese People's Political Consultative Conference, while also serving as president of the Fujian Law Society.[7]
