Whiteshield is a global advisory firm specialized in public policy and AI economics and offers professional services and AI products to governments and other organizations.
Whiteshield is known for initiating the Global Trade Labour Resilience Index,[1] which indicates the economies that best withstand external trade shocks, as well as the Global Labour Resilience Index, which assesses how countries adapt their labour markets to external shocks.[2][3] Whiteshield has recently partnered with Google Cloud to deliver AI-powered policy solutions and job creation tools.[4]
Whiteshield operates multiple offices worldwide, including a new European AI hub in Barcelona, Spain.
History
[edit]Whiteshield was established with the goal of becoming a premier public policy firm on the Harvard University campus. The firm brought together talent from the Harvard and OECD communities when it opened its first offices in London and Dublin. Among the major contributions made during this time were the creation of innovative instruments like the Country Knowledge Mapping (Harvard Business Review 2012), Future of Manufacturing Barometer (Harvard Business Review, 2014; World Economic Forum, 2014), Whole of Country Navigator, Geo-capability Mapping, and the Global Labour Resilience Index.[5]
Whiteshield's early achievements accelerated its reach worldwide, and it soon developed a number of fundamental practices, such as strategy, AI economics, economic public policy, policy-driven technology, and next-generation capabilities.[6]
Whiteshield currently has offices in Dubai and Abu Dhabi (UAE), Riyadh (KSA), Astana (Kazakhstan), Barcelona (Spain), and London (UK).

[edit]Reportedly, Whiteshield was the unnamed advisory firm that supported the Emirati Talent Competitiveness Council design and roll out the UAE’s notable Nafis program in 2021. Nafis program is the flagship Emiratisation program aiming to improve nationals’ employment in the private sector. It comprises of several policy initiatives such as upskilling, financial benefits, and job matching delivered to citizens through the Nafis digital platform.[10][11]
2020 World Logistics Passport
[edit]Whiteshield is said to have played a role in DP World’s World Logistics Passport (WLP) initiative. The WLP is an international trade policy initiative including >30 nations to overcome non-tariff trade barriers through a loyalty program.[12] Whiteshield collaborated with the WLP on its launch at the World Economic Forum 2020 in Davos and at the Global Freight Summit.[13][14][15]

Quantum Governance
[edit]Quantum Governance, published by Whiteshield founder Fadi Farra and Nobel Prize Winner Sir Christopher Pissarides, introduces a novel way of citizen-centric policymaking.[16] It highlights the shift from a 1-to-many to a 1-to-1 policy model, where policies are centered around the individual.[17][18][19]
The book proposes a new ‘Quantum Governance’ framework where a country’s policy performance is a function of ‘Policy Energy’ (i.e. the amount of ‘energy’ introduced in societies to fuel development through public policy interventions and formal institutions) and ‘Quantum Learning’ (i.e. the individual ability of citizens to absorb and convert public policies into achievements).[20][21]
Career Navigator
[edit]The Career Navigator is an AI-enabled one-stop-shop for workforce competitiveness for governments. Through the platform, governments can offer a range of policy initiatives to citizens and the private sector, such as financial support, personalised upskilling, job matching, and career guidance. It is offered through the Google Cloud Marketplace.[22]
AI Vision Navigator
[edit]The AI Vision Navigator uses satellite imagery, drones, and other secondary data sources to accurately estimate socioeconomic indicators such as gross regional product, infrastructure quality, population, and trade. It particularly supports countries where adequate amount of high-quality data is not available.[23][24]
