Dr. Thomas Mathew is a retired officer of the Indian Administrative Service (IAS) officer, belonging to the 1983 batch[1][2]. He holds a Doctorate in International Relations from Jawaharlal Nehru University (JNU) and a Bachelor of Law degree from the University of Delhi. He held senior positions in Ministry of Finance, Defence[3] and Industry, and served as Additional Secretary to the President of India, the late Shri Pranab Mukherjee.
Dr. Mathew has formulated policy initiatives including the introduction of unrestricted foreign direct investment in India’s defence sector and the facilitation of direct foreign participation in Indian equity markets.[4]
He first met industrialist Ratan Tata in a professional context nearly three decades ago, and their association continued over the years owing to common interests.[5] In 2018, Dr. Mathew commenced work on 'Ratan N. Tata: The Authorised Biography',[6] [7]having been granted access to Mr. Tata’s personal papers, correspondence, and private archives.
He is also the author of 'In Search of Congruence: India–US Relations under the Obama Administration', 'The Winged Wonders of Rashtrapati Bhavan', and 'Abode Under the Dome'.[8][9]
After his retirement in 2016, he has served as an advisor on corporate, defense and policy matters in various companies. He resides in Gurugram and remains engaged in writing, nature conservation and photography.[10]
