Security of Supply Centre of Excellence[1] (SOSCOE) is an organization focused on supply security, engaging experts from NATO, the European Union (EU), and private sector entities.[2] The organization is working to obtain NATO accreditation.[3]

SOSCOE is located in the city of Karlskoga in Värmland, Sweden. Its stated mission is to develop methods for securing supply chains that are critical to defense and societal resilience.[2][4]

SOSCOE announced that Initial Operational Capability (IOC) had been achieved on the18th of December 2024. This milestone represented a significant step forward in strengthening resilience and interoperability between NATO and its member countries.[5][6]

Mission and Objectives:

The center primarily addresses supply challenges in Northern Europe, aiming to strengthen defense-related supply networks in support of national and EU security objectives. It emphasizes translating defence investments into practical capabilities..[7]

Collaborations and Partnerships:

SOSCOE collaborates with NATO, EU institutions, and organizations involved in security of supply and resilience efforts. These partnerships contribute to broader regional initiatives aimed at improving supply preparedness.

Related Initiatives:

The concept of a Centre of Excellence (CoE) is utilized by various organizations to inject innovation and expertise into specific domains. For example, NATO has established several CoEs specializing in areas such as energy security.[8][9]These centers act as hubs of expertise, providing strategic insights and fostering collaboration among member nations.[9]

Importance of Security of Supply:

The creation of SOSCOE highlights the growing recognition of security of supply as a key factor in maintaining national and regional stability.[10] By developing advanced strategies and bringing together key stakeholders, SOSCOE aims to build resilient supply chains that can support both defence and wider societal needs in an increasingly complex global landscape.[1]
