Peter Ndalikali Jiya (born June 15, 1958) is a Nigerian politician, lawyer, and public servant currently serving as a Senator of the Federal Republic of Nigeria since 2023. He previously served as a Member of the House of Representatives (1999–2007) and a Member of the ECOWAS Parliament (2003–2007). He has also held several advisory and administrative roles in Niger State, including Special Adviser on Border Communities (2007–2011) and Permanent Member I, Universal Basic Education Board (2011–2015).

Early Life and Education

Peter Ndalikali Jiya was born on June 15, 1958, in Essan, Gbako Local Government Area, Niger State, Nigeria. He began his primary education at St. John’s Primary School, Bida (1965) and later attended St. Matthew’s Primary School, Gbadafu (1966–1971). He proceeded to Government College, Bida (1972–1976) and later enrolled at Government Teacher’s College (Pivotal) from 1976 to 1978.

He obtained a Law degree from Ahmadu Bello University, Zaria (1978–1982) and was subsequently called to the Nigerian Bar in 1983 after attending the Nigerian Law School, Lagos (1982–1983). During his National Youth Service Corps (NYSC) (1983–1984), he worked with the Legal Aid Council and Kaduna Polytechnic.

Jiya began his professional career as a Registrar II at the Niger State Judiciary (1982–1984) before joining the Ministry of Justice in Minna as a State Counsel (1984–1986). He later transitioned into the banking sector, working as a Legal Officer at First Bank of Nigeria Plc (1986–1989) and later as Company Secretary/Legal Adviser at UBA Trustees Ltd (1989–1996).

In 1996, he returned to full-time legal practice, which he continued until 1999. After his tenure in the House of Representatives, he resumed private practice from 2015 to 2023 before being elected to the Senate in 2023.

Political Career

House of Representatives (1999–2007)

Jiya was elected as a Member of the House of Representatives in 1999, serving for two consecutive terms until 2007. During his tenure, he was:

  • Deputy Chairman, House Committee on Banking & Currency (1999–2003)
  • Chairman, Inter-Parliamentary Relations Committee (2003–2007)
  • Member of several House Committees, including Appropriations, Aviation, Banking & Currency, Justice, Capital Market Institutions, Privatization & Commercialization, and Judiciary & Justice.
  • Chairman of Ad-Hoc Committees on NITEL Privatization (2002), Plateau Assembly Crisis (2007), and Oyo Assembly Crisis (2007).

ECOWAS Parliament (2003–2007)

During his time in the House of Representatives, Jiya also served as a Member of the ECOWAS Parliament (2003–2007). He was actively involved in regional legislative affairs, serving on the Committee on Political Affairs, Defense, Security, Legal Affairs & Free Movement of Persons. He also acted as the Coordinator of the Nigerian Caucus under the Senate President's leadership.

Special Advisory and Administrative Roles

After leaving the House of Representatives in 2007, Jiya was appointed as Special Adviser on Border Communities to the Niger State Governor (2007–2011). He later served as Permanent Member I of the Universal Basic Education Board in Niger State (2011–2015).

Senate (2023–Present)

In 2023, Jiya was elected as a Senator of the Federal Republic of Nigeria. In the Senate, he holds key leadership roles as:

  • Vice Chairman, Senate Committee on Aviation
  • Vice Chairman, Senate Committee on Capital Markets

International Engagements

Throughout his career, Jiya has participated in various international legislative conferences and observer missions, including:

  • Parliamentary Network on the World Bank (Helsinki, 2005)
  • Afro-Asian Parliamentary Conference (Tunis, 2001)
