The Pennsylvania Penalty Shots League is a Soccer Penalty Shots League centered in Philadelphia. The league was founded in August 2023 by Christian Bolles and Christian Gaines. The league currently has 8 rosters, and is going into its Third Season.

Main Rules

The league's regular season begins in either June or July. The regular season is rather short, lasting up to 3 months. The postseason adds up to 2 months from that, ending between late October and early December. Games are played first to ten, with the winner having to win by at least two points. If it's a one point game, it will go to overtime. In the case of overtime, it goes best out of three, if the game is still tied, it goes to best of two, one, and repeats. Also, if the ball deflects of the post of the goal or the goalie without full control, the shooter may try again on the "One Touch Rule." If a player were to taunt, waste too much time, or destroy substances as in a ball, goal, or plant more than once a yellow card will be given. Three yellows equals a red, resulting in an ejection. "Free Kicks" can be given to the shooter if the goalie lines up too far in front of the goal or taunts one time. The free kick is a wide open shot for the shooter to take.

The league doesn't have any dress code, but players are recommended to and commonly wear gloves or some sort of hand protection. Standing in the goal or the "box" while trying to put gloves on automatically gives the opponent a free kick. Bolles has even played games with a mouth guard.

Games are started with a game of Rock-Paper-Scissors. The Referee will make the opponents turn back to back and play until one wins. The winner chooses to kick or play goalie first. Referees will keep score and give signals like when to kick, timeouts, and cards. The Line Judge Referee will decide if a goal stands and also see how far the goalie is lined up. Since you have to win by two, if the score is 9-9 the first to score 10 in regulation will get to kick first in overtime.

The League playoffs currently consists of 6 of 8 teams. Now that the league has two conferences, each conference has 3 of 4 teams making the playoffs. Based of records, the highest seed or best overall record (tiebreakers based off head-to-head) gets the first seed and a first round bye. The second and third seeds play each other in the play-in round. The play-in winner and first seed play each other in the CCPG. (Conference Championship Penalty Game) The 4th seed misses the playoffs. The Championship is played by each conferences respective winner from both CCPG games in the PP and Dillon League. It is a 5-game series in which the first team to 3 wins will get the League Title. The title comes with the trophy (Cum Cup) and check for $125.

Team Aouss

Aouss Alrawi was the third player to sign in 2024. Known for a very good defense, his play continues to improve after an injury riddled rookie season.

Aries Yim was the final rookie of 2024, and showed his potential and skill in a surprising campaign. He is known for high energy but also a lack of sportsmanship, being the only player to be red carded from a game.

Team Bolles

Christian Bolles was one of the founders of the league. He is known for his highly entertaining play on offense and lockdown defense. His history is very storied as he won the first and second ever League Championships.

Sheamus Breen signed to the league in April of 2025, making him the first rookie to sign for the 2025 season.

Team Gaines

Christian Gaines was the other founder of the league. His top-ranked defense has kept him very competitive in the league. Despite regular season success, many still wait for him to break through in the playoffs.

Team Josh

Joshua Rhoades was the head referee in the 2024 Championship, and became a player for 2025 after Declan "Grubbsy" Grubb was cut. (Grubbsy signed to the league just after Breen, in April of 2025) After taking over Grubbsy's contract, Josh's roster became the first ever team in PP history, with Grubbsy serving as a backup and relief player.
