Ouragan.cd is a Congolese online news platform headquartered in Kinshasa, Democratic Republic of the Congo, focused on delivering political, economic, security, and socio-cultural news.[1][2][3] Established in 2019 by journalists Jeanric Umande and Lyly Miandambu Mutombo under the name OuraganFm.cd,[1][4] it initially served as the official digital portal for a radio station operated by the OuraganFm Sarl Group.[4][1] In January 2021, it was renamed Ouragan.cd and expanded into a broader news outlet while continuing to be published by the same group.[4]

In 2023, the organization expanded its media portfolio by launching Ouragan, a bi-weekly print publication distributed in Kinshasa and several provinces across the country.[1] Ouragan.cd also runs a web-based radio station, Ouragan FM, which broadcasts internationally.[5][6]

Ouragan.cd was established in 2019 by journalists Jeanric Umande and Lyly Miandambu Mutombo under the name OuraganFm.cd as the official digital platform for a radio station operated by Groupe OuraganFm Sarl.[2][1][4] Initially designed to support the radio's operations, the site served as a gateway for news and updates.[4] Recognizing the transformative impact of information and communication technology (ICT) in reshaping contemporary journalism, co-founder Jeanric Umande advocated for a broader vision beyond its origins as a radio-affiliated site.[4] This led to its rebranding as Ouragan.cd in January 2021, marking its transition to a fully-fledged news outlet, while still affiliated with Groupe OuraganFm Sarl.[4][1]

The rebranding was accompanied by the launch of a new application aimed at improving accessibility to news for the Congolese population.[4] Umande emphasized that the modernization efforts, including an updated and visually appealing graphic interface, were integral to positioning Ouragan.cd as a dynamic and innovative media platform.[4] In 2023, the organization expanded its media presence by introducing Ouragan, a bi-weekly newspaper distributed every Tuesday and Friday in Kinshasa and other provinces nationwide.[1]

Financial misrepresentation controversy

In September 2024, Ouragan.cd was forced to publish a right of reply following an article containing information and allegations considered to be false and defamatory concerning the Ministry of Planning and Deputy Prime Minister Guylain Nyembo Mbwizya.[7] The claims revolved around the feasibility study for constructing a five-story building to house the Ministry's offices, accusing the project of being unnecessarily expensive and awarded under dubious circumstances.[7] Following the backlash, the Ministry issued a detailed right of reply, refuting the allegations as baseless and maliciously intended to tarnish the Deputy Prime Minister's reputation.[7] It clarified the project's compliance with procurement laws and transparency, urging media outlets to uphold journalistic ethics and professionalism.[7]
