The Nova Scotia Energy Board operates as an independent regulator for the province’s energy sector. Its responsibilities include approving rates charged by electric and natural gas utilities, setting fuel prices for gasoline and diesel, and regulating the Nova Scotia Independent Energy System Operator, the Cogswell District Energy System, and EfficiencyOne.[1]
The Board is a division of the Nova Scotia Energy and Regulatory Boards Tribunal with legal or court-like powers assigned to it by various statutes.[2] It officially commenced operations on April 1, 2025, following the dissolution of the Nova Scotia Utility and Review Board.[3]
A key function of the Board is to ensure a fair balance between the interests of energy consumers and providers while supporting Nova Scotia’s environmental objectives.[4]
Hearing Procedures
[edit]To carry out its duties, the Board conducts hearings at its office, in various communities across Nova Scotia, and remotely via telephone or video conference. Typically, hearings take place in the municipality directly impacted by the application. Public notices are issued through local newspapers, the Board’s official website, and its social media platforms.[5] Some hearings are also available in French.
These sessions are generally open to the public and are recorded for reference. Most hearings last between one and two days, though some may extend beyond that timeframe. Following each hearing, the Board issues a written Decision with reasons provided for the outcome.[6]
Decisions and Orders issued by the Board can be challenged in the Nova Scotia Court of Appeal on legal or jurisdictional grounds.

- electricity rates for Nova Scotia Power and other electrical utilities
- gasoline and diesel pricing
- natural gas distribution
- the Cogswell District Energy System
- the Nova Scotia Independent Energy System Operator
