Mercy Wanjau
[edit]Mercy Wanjau is a Kenyan lawyer, governance professional and public administrator. She currently serves as the Secretary to the Cabinet of the Republic of Kenya, a position she has held since October 2022.[1]
Early Life and Education
[edit]Wanjau was born and raised in Nanyuki, Kenya. She attended Ngandu Girls High School before pursuing higher education. She earned a Bachelor of Laws (LLB) degree from the University of Nairobi and a Master of Laws (LLM) in Advanced Corporate Law and Tax from the University of Cape Town.[2]
Additionally, she holds a Postgraduate Certificate in Regulation of Telecommunications in Developing and Transitional Economies from the University of Westminster, London.[3] She has also completed executive education programs, including the Advanced Management Programme at Strathmore Business School and a Senior Management Course at the Kenya School of Government.[4]
Career

[edit]Wanjau began her career in private legal practice and later worked as a legal and tax consultant with firms such as KPMG South Africa and Price Waterhouse Coopers Kenya.[5] She also served on international secondment at the International Telecommunication Union (ITU) in Geneva, Switzerland. [6]
Communications Authority of Kenya
[edit]In 2001, Wanjau joined the Communications Commission of Kenya (now the Communications Authority of Kenya) as a Senior Legal Officer. She rose through the ranks to become the Director of Legal Services and Corporation Secretary. [7]
In August 2019, she was appointed as the Acting Director-General of the Communications Authority of Kenya, succeeding Francis Wangusi.[8] During her tenure, she led regulatory initiatives that supported the growth of Kenya's digital economy. [9]
Secretary to the Cabinet
[edit]In October 2022, President William Ruto appointed Wanjau as the Secretary to the Cabinet of Kenya. [10] In this role, she is responsible for arranging the business and keeping the minutes of the Cabinet, conveying Cabinet decisions to the appropriate authorities and performing other functions as directed by the Cabinet. [11][12]
Contributions and Recognition
[edit]Wanjau chaired the Taskforce for the Development of a Data Protection and Privacy Framework for Kenya, which culminated in the enactment of the Data Protection Act of 2019. [13]
She has served as the Chair of the International Telecommunication Union’s Global Symposium of Regulators in 2021 and chaired Committee 4 (Conventions) of the Universal Postal Union Congress the same year. [14]
In recognition of her service, she was awarded the Moran of the Order of the Burning Spear (MBS) by the President of Kenya in 2020.[15]
Personal Life
[edit]She is married and has children. In interviews, she has emphasized the importance of balancing career and family life.[16]
