Michael (Mike) Bell is an American cybersecurity advisor and technology executive. He has held leadership positions in public sector IT, including as Chief Information Officer for the Texas Department of Criminal Justice and Chief Technology Officer for the Houston Police Department. He currently serves as Senior Cybersecurity Advisor for the Texas Municipal League Intergovernmental Risk Pool and is the founder and Managing Director of Altair Services LLC, a cybersecurity risk consulting firm.
Cybersecurity and Technology Work
[edit]In the mid-1990s, Bell joined Electronic Data Systems (EDS) as a network engineer and later worked as a network consultant for large corporations including Compaq and MCI/Worldcom. In 1997, he founded Bell Network Services, a firm specializing in information technology professional services. That same year, he earned his first information security certification, Check Point Certified Security Expert (CCSE), and later obtained the CISSP certification.
In 2008, Bell joined the Texas Department of Criminal Justice (TDCJ) as Information Security Officer and Deputy Director of the Information Technology Division. He was promoted in 2009 to Chief Information Officer, a role he held until 2017. During his tenure, Bell chaired the Technology Committee for the American Correctional Association and served as President of the Corrections Technology Association.[1]
In 2018, Bell was appointed by Governor Greg Abbott to serve on the Board of Directors for the Texas Department of Information Resources, a position he held until February 2024.[2] In May 2025, he joined the Advisory Board for the University of Texas at San Antonio Center for Infrastructure Assurance and Security (CIAS), contributing his expertise to support national cybersecurity preparedness and resilience initiatives.
In October 2017, Bell was selected as Chief Technology Officer (CTO) for the Houston Police Department, where he led the modernization and integration of law enforcement data systems for the largest municipal police department in Texas. From 2018 to 2020, he served as Vice Chair of the IJIS Institute’s Law Enforcement Advisory Committee (LEAC), contributing to updates of the national standards for Records Management Systems in the United States.[3]
In 2019, Bell participated in a multijurisdictional cybersecurity exercise led by AECOM to test the resilience of the Houston Police Department’s infrastructure and staff. He was noted as one of the key participants who highlighted the significant challenges that arise when public messaging systems are compromised, emphasizing their critical impact on public safety.[4]
Since 2024, Bell has concurrently served as Senior Cybersecurity Advisor for the Texas Municipal League Intergovernmental Risk Pool and as founder and Managing Director of Altair Services LLC, a cybersecurity risk consulting firm.[5]
