Dr. M. A. Saleem (born 25 June 1966) is an Indian Police Service (IPS) officer who serves as the Director General and Inspector General of Police (DG & IGP) of Karnataka.[1] A 1993-batch IPS officer recognized for his innovative approaches to traffic management and police administration, Saleem has earned acclaim for his contributions to road safety and law enforcement reforms in Karnataka.[2] His appointment as the 43rd DGP of Karnataka was notable as he became one of the few native Kannada-speaking officers to lead the state's police force in recent years. Prior to his current role, he served as Director General of Police, Criminal Investigation Department, where he spearheaded cybercrime prevention and awareness initiatives.[3]
Early life and education
[edit]M. A. Saleem was born on 25 June 1966 in Karnataka. He completed his Master's degree in Commerce in 1989, followed by a Master's degree in Police Management from Osmania University in 1993. In 2010, he earned a doctorate in Traffic Management from Bangalore University, becoming one of the few police officers in India with specialized academic credentials in this field.[1] His academic background in traffic management would later prove instrumental in his approaches to urban traffic regulation and road safety initiatives.
Career progression
[edit]Saleem was selected for the Indian Police Service through the All India Civil Service Examination in 1993, beginning a distinguished career spanning over three decades. Throughout his tenure with the Karnataka State Police, he has served in numerous capacities across the state, demonstrating versatility in both field operations and administrative roles.[2]
His career includes significant postings as Superintendent of Police in Udupi and Hassan districts, Inspector General of Police for the Eastern Range, Commissioner of Police in Mysuru, and Special Commissioner of Police in Bengaluru. Subsequently, as Director General of Police for the Criminal Investigation Department, Special Units & Economic Offences, he focused on modernizing investigation techniques and strengthening capabilities against financial crimes.

Saleem was appointed as the 43rd Director General and Inspector General of Police of Karnataka, succeeding Alok Mohan in the position.[4] The Karnataka government issued the official appointment order on 21 May 2025, marking a significant transition in the state's police leadership. His appointment was viewed as recognition of his innovative contributions to law enforcement and police administration throughout his career.
As DGP, Saleem oversees Karnataka's police force of over 100,000 personnel across 31 districts. His leadership philosophy emphasizes community policing, technological integration, and personnel welfare as core elements of effective law enforcement. Upon assuming office, he outlined a comprehensive reform agenda focusing on transparency, victim-centric policing, cybercrime investigation, and traffic management as priority areas.[5]
Traffic management innovations
[edit]Dr. Saleem gained recognition for his work in traffic management during his tenure as Bengaluru's Additional Commissioner of Police, Traffic from 2015 to 2016.[6] His initiatives resulted in a reduction in road accidents, with fatalities decreasing from 5,004 in 2014 to 4,828 in 2015.[7]
His most notable initiative was converting numerous roads in Bengaluru into one-way routes, which improved traffic flow and reduced congestion. This approach combined infrastructure modifications with behavioral change initiatives among road users, creating a comprehensive strategy for urban traffic regulation that became a model for other metropolitan cities across India.
Saleem also implemented modern traffic management technologies in Bengaluru, including the Intelligent Traffic Management System (ITMS) and synchronized traffic signals. His emphasis on data-driven decision-making led to the introduction of automated fine collection systems and digital payment mechanisms, improving compliance while reducing opportunities for corruption.[8]

He was awarded the President's Police Medal for Distinguished Service, one of India's highest recognitions for police officers. His pioneering work in traffic management earned him the IRTE Prince Michael International Road Safety Award for his contributions to promoting road safety.[9] In 2021, he received recognition from the Ministry of Home Affairs, Government of India for his innovative use of information and communication technology in policing.
