Iskander Beisembetov

Iskander Beisembetov (born September 27, 1966, Alma-Ata, Kazakh SSR) is a Kazakhstani statesman, public figure, and economist-mathematician. He holds a Doctor of Economic Sciences degree, is a professor, and an academician of the National Academy of Sciences of the Republic of Kazakhstan (NAS RK), where he also serves as Vice President. He is a former rector of the Kazakh-British Technical University (KBTU) and the Satbayev Kazakh National Research Technical University (KazNITU). Over the years, he has been a board member of the Development Bank of Kazakhstan, KIMEP University, and Esil University. He is the author of more than 30 scientific works and publications and actively participates in public and economic initiatives.

Education and Academic Background Beisembetov graduated from the Republican Physics and Mathematics School (RFMS) in Almaty in 1983. In 1990, he received his degree in economic mathematics from the Moscow Institute of Economics and Statistics (MESI).

He holds a Doctor of Economic Sciences degree and the title of Professor.

He is an academician and Vice President of the National Academy of Sciences of the Republic of Kazakhstan, where he also chairs the academy’s Ethics Council.

Career Throughout his career, Beisembetov has held several key government and leadership positions:

Chairman of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, overseeing macroeconomic policy and national development programs.

Director of the Economic Research Institute (ERI) under the Ministry of Economy – one of Kazakhstan’s leading economic think tanks.

Deputy Chairman of the National Bank of Kazakhstan, responsible for macroeconomic policy and digitalization of the banking sector.

Rector of the Kazakh-British Technical University (KBTU), under whose leadership the university became one of the country’s leading engineering institutions.

Rector of Satbayev University (KazNITU), where he pursued academic autonomy, development of industrial partnerships, and adoption of international education standards.

He led significant reforms in technical higher education, supported the establishment of research laboratories, and promoted joint projects with major corporations including Schlumberger, Chevron, and Honeywell (according to Forbes Kazakhstan).

Public and Expert Activities Beisembetov is a frequent speaker at conferences and in media as an expert on economics, science, and education.

He is one of the founders and active members of the public foundation Elge Qaitaru.

Scientific and Organizational Contributions During his leadership at KBTU and KazNITU, major reforms were implemented in educational programs, including modernization and integration with international standards.

He contributed to the development of national and scientific programs, the publication of academic and applied journals, and the modernization of universities and the academic system in Kazakhstan.
