H. E. Scott was a state legislator in North Carolina. He served in the North Carolina Senate from 1879[1] 1881 and 1883. He was African American.[2] He lived in Wilmington.[3]

Noted in this source giving political speech at an event.[4]

In 1881 he voted for a $5,000 appropriation for the University of North Carolina.[5]
