The new building of the General Secretariat of the Council of Ministers in Baghdad was the result of an international architectural competition, which included submissions from more than 30 architects, including Zaha Hadid. The winning design was created by Iraqi architect Manhal Al Habbobi while working with CAP Emirates. His concept, titled The Revival Story of Mesopotamia, received the WAN Award in 2011.[1][2][3]

Location and Structure

The building is located in the Green Zone of Baghdad and will serve as the headquarters for the Government of Iraq. The total construction area is approximately 178,000 square meters.[4]

The design consists of a four-story podium, a security building, and two towers, each rising twelve floors above the podium.[5]

Architectural Concept

The architectural design draws inspiration from Mesopotamian heritage, particularly from ancient cylindrical seals historically used for administrative purposes. The layout of the building incorporates symbolic references to Iraq’s historical and cultural identity.[6] The structure is designed to integrate with the surrounding landscape, creating a sequence of interconnected architectural spaces.[7]

The building is designed to serve as a functional government headquarters while reflecting Iraq’s governance and cultural legacy. The design emphasizes both administrative efficiency and architectural representation, integrating historical influences with modern requirements.[8]
