A notable list of persons or groups considered hostile or antagonistic in some way may become popularly known as an "enemies list," particularly when associated with an institution or movement. The term gained notoriety, and is still particularly associated with, President Richard Nixon, whose special counsel compiled lists of political adversaries for targeting, the existence of which was revealed during the Watergate scandal.
