Donya Lynex Francis (Chinese: 范東亞) is a Kittitian diplomat, educator, communications specialist and author. He is serving as Saint Kitts and Nevis' Ambassador to Republic of China (Taiwan).

Early life and education

Donya Francis was born in Sandy Point, Saint Kitts and grew up in Saint Paul's, Saint Kitts. He attended the St. Paul’s Primary School then moved on the Sandy Point High School now the Charles E. Mills Secondary School. Donya holds a Bachelor of Arts in Journalism and Mass Communication from Ming Chuan University in Taipei, Taiwan[1]. After completing studies at Ming Chuan University he pursued a Master of Science in Global Health and Development, at Taipei Medical University, Taipei,Taiwan[2].

Career

Donya Francis began his career at Epworth/Maurice Hillier Memorial Junior School in 2008 at the age of 17, where he taught Grade 4 until 2012. Afterward, he worked as an Office Clerk in the Communications Unit within the Office of the Prime Minister under the former Prime Minister, the Right Honourable Dr. Denzil L. Douglas, from February 2012 to August 2012. He then received a Taiwan International Cooperation Development Fund (Taiwan ICDF) scholarship from the Taiwanese government , which allowed him to leave the island to further his studies.

In 2018, Francis returned to Saint Kitts and was appointed as a Trained Graduate Educator. He subsequently taught Communication Studies at Basseterre High School from 2018 to 2022.

Prime Minister Dr. Terrance M. Drew, announced Donya Francis as Saint Kitts and Nevis' new Resident Ambassador to Taiwan[3]. He was firstly appointed as Minister Counsellor at the Embassy of Saint Saint Kitts and Nevis from September 2022 to November 2022.

On November 7th, 2022, Donya presented copy of diplomatic credentials to Joseph Wu, then Minister of Foreign Affairs of the Republic of China (Taiwan)[4]. On November 8th, 2022, Francis was officially appointed as the country's second resident Ambassador to Taiwan[5][6], at 32, when he presented his credentials to President Tsai, Ing-wen[7]. The youngest person to be appointed as Ambassador from Saint Kitts and Nevis. He succeeded, Jasmine Huggins, who had served as the Saint Kitts and Nevis' first resident Ambassador to Taiwan since 2010.[8]

In an interview with CNA, when asked to comment on Saint Kitts and Nevis’ support for Taiwan’s bid to join International Organizations Francis said, “Any international organization that we can get Taiwan to be a part of, we are going to always voice our support for Taiwan.”[9]

In 2023, Donya wrote and published two children's books, 'Zari -the dancer' and 'Khailen - the Footballer' under the Uncle Donya Series.

Politics

Donya is affiliated with the St. Kitts-Nevis Labour Party. He has served as the President of Constituency 6 Young Labour and President of the National Young Labour Organization, the youth arm of the party (2021- ).

Francis et al., published a journal article, Assessment of knowledge, attitudes, and practices towards Zika virus among healthcare workers in St. Kitts in BMC Infectious Diseases Journal in 2021[10].
