The Devonport Living City Project is a long-term urban renewal and economic development initiative led by the Devonport City Council in Tasmania, Australia. Launched in the mid-2010s, the project aims to transform Devonport’s city centre into a vibrant, modern, and economically diverse regional hub.
The Living City vision is centred around revitalising the CBD, reconnecting the city with the Mersey River, and creating new precincts for tourism, retail, food, and civic activity. Key developments have included the construction of the paranaple precinct (housing council chambers, a library, and community services), the Waterfront Parklands and dining spaces, the Devonport Waterfront Hotel (operated by Novotel), and the new Devonport Waterfront Convention Centre.
The project seeks to boost local employment, attract private investment, increase tourism, and improve the quality of life for residents. It has been delivered in stages, supported by local, state, and federal government funding, alongside private sector contributions.
Funding
[edit]The Devonport Living City Project is a significant urban renewal initiative with an estimated total investment of approximately $250 million. This comprehensive plan aims to revitalize Devonport’s city center, enhance its waterfront, and stimulate economic growth.
Stage 1: Civic and Cultural Hub
[edit]Completed in 2018 at a cost of $71.1 million, Stage 1 focused on establishing a civic and cultural hub. Key developments included the Paranaple Centre, which houses council offices, a library, and a conference center, as well as a market hall and public square .
Stage 2: Waterfront Precinct
[edit]Stage 2 centered on reconnecting the city with the Mersey River through the development of the Waterfront Precinct. This phase featured the construction of a 17,000-square-meter park, an amphitheater, and the 187-room Novotel Devonport Hotel, which opened in October 2022 .
Stage 3: Housing and Infrastructure
[edit]In early 2025, the Australian Government allocated $6 million to support Stage 3 of the project. This funding is designated for infrastructure upgrades, the development of approximately 30 affordable housing units, and the establishment of the Indie School on the former library site .
The project’s funding is a collaborative effort involving the Devonport City Council, the Tasmanian Government, and the Australian Government. This partnership reflects a shared commitment to transforming Devonport into a vibrant regional center.
