Abshir Muuse Siciid (born in Qardho, Puntland, Somalia, 1944 – died March 31, 2018, in London, UK) was a Somali engineer, military officer, and politician, best known for his role in the formation of Puntland. He was the Deputy Chairman of the Somali Salvation Democratic Front (SSDF) under Abdullahi Yusuf and played a critical role in the 1994 Qardho Congress, which laid the groundwork for Puntland’s creation. He also led the 1997 Cairo meeting, where the creation of Puntland was officially announced, mobilizing public support.[1][2][3]
Career
[edit]Abshir Muuse Siciid pursued higher education abroad, earning multiple academic and military qualifications. He obtained his first degree in Russia, where he completed military studies and achieved the rank of Colonel in the Somali military. Later, he continued his education in Italy, where he studied Electrical and Mechanical Engineering and earned a master’s degree. He is believed to be the first Somali to graduate in electrical engineering and was recognized as the highest-ranking engineer among Somali Air Force technicians.[4]
Following his academic and military achievements, Abshir Muuse Siciid was appointed as the General Manager of the Somali National Electricity Agency (EENEE). Under his leadership, he successfully expanded and implemented electrical infrastructure projects in major Somali cities, including Mogadishu, Hargeisa, Kismayo, Baidoa, Berbera, Boosaaso, and Qardho. These projects were among the largest inherited from the revolutionary government that later collapsed in 1991. Despite the political instability, several of the power plants he established, particularly those in Boosaaso and Qardho, continue to operate today.[5]
Abshir Muuse Siciid passed away in London on March 31, 2018, after a period of illness. His body was repatriated to Somalia and buried in Qardho on April 6, 2018. A small airport in Qardho was named in his honor to recognize his significant contributions to the region.[6][7]
