Abdirahman Hosh Jibril (23 September 1953 – 8 March 2019) was a Somali lawyer and politician who served twice as Somalia’s Minister of Constitutional Affairs. He was a leading figure in the drafting and adoption of the 2012 Provisional Constitution and played a crucial role in the country’s transition from a transitional government to a permanent federal system.
Early life and education
[edit]Born in Jowhar, Trust Territory of Somaliland, Hosh completed his primary and secondary education in the town before teaching in Galkayo. In the 1980s, he emigrated to Saudi Arabia and later to Canada, where he earned a B.A. in Sociology at the University of Toronto and an LL.M. from Osgoode Hall Law School, York University. In Toronto, he gained recognition as a lawyer advocating for refugee and labour rights.[citation needed]
Political career

[edit]Hosh was appointed Minister of Constitutional Affairs Federal and Reconciliation of T.F.G on 20 July 2011 by President Sharif Sheikh Ahmed and Prime Minister Abdiweli Mohamed Ali "Gaas", serving until 13 November 2012. He oversaw consultations and negotiations that culminated in the adoption of Somalia’s Provisional Constitution on 1 August 2012.
Approved of the Provisional Constitution (2012)
[edit]On 1 August 2012, Somalia’s Federal Parliament, acting as the Constitutional Assembly composed of approximately 825 members, officially approved the Provisional Constitution. This landmark event formally marked the legal foundation for Somalia’s transition from decades of conflict toward a federal democratic system.
The approved ceremony was held in Mogadishu, attended by members of constitutional assembly, representatives from the Federal Member States, traditional elders, civil society, and international observers. The process was hailed as a historic step in Somalia’s state-building efforts.
The Provisional Constitution outlined the principles of federalism, separation of powers, human rights protections, and governance structures, thereby providing a framework for establishing democratic institutions and holding future elections.
Abdirahman Hosh Jibril, then Minister of Constitutional Affairs and Reconciliation, played a central role in facilitating the making and approved process, coordinating consultations among various political stakeholders to secure consensus.

[edit]He was elected to Somalia’s first permanent Federal Parliament in August 2012 after 1991, serving until November 2016. As Chair of the Parliamentary Committee on Human Rights, he actively spoke against abuses of public resources and worked to safeguard constitutional and citizen rights, frequently confronting President Hassan Sheikh Mohamud's administration on these issues.
Minister of Constitutional Affairs, Second Term (2017–2019)
[edit]Appointed again on 20 March 2017 under President Mohamed Abdullahi Mohamed "Farmaajo" and Prime Minister Hassan Ali Khaire, Hosh led nationwide constitutional consultation forums across all Federal Member States until his death on 8 March 2019.
Media Engagement and Public Commentary
[edit]Abdirahman Hosh Jibril was frequently engaged with international and Somali media, particularly VOA Somali and BBC Somali. He regularly provided legal and political commentary on constitutional issues, parliamentary disputes, and judicial reforms.
During his tenure as Minister of Constitutional Affairs in 2012, Hosh participated in a VOA Somali interview discussing citizenship matters related to the draft constitution.
He also appeared on BBC Somali Service in 2015 to discuss political efforts to impeach the president, emphasizing the need for constitutional process.
Later that year, he addressed the dissolution of Somalia’s Judicial Service Commission in a VOA interview, expressing concern over legal implications.
In March 2019, BBC Somali reported that he had travelled to Dubai to attend his daughter’s wedding, where he passed away.
Legacy and death
[edit]Abdirahman Hosh Jibril passed away due to illness in Dubai on 8 March 2019. He is widely remembered as an architect of Somalia’s constitutional reform, a defender of justice and the rule of law, and a respected voice in national reconciliation dialogues.
