Abdikarim Ahmed Hassan is a Somali-American political figure currently serving as the Chairperson of the Independent National Electoral and Boundaries Commission (INEBC) of Somalia.

Appointment and leadership

On 2 December 2024, Hassan was elected Chairperson of the INEBC by the 18-member commission, receiving 17 out of 18 votes.[1] Saaqada Abshir Garaad was elected Deputy Chairperson during the same session.[2]

The election followed after commission members were formally appointed by the President of Somalia on 1 December 2024 and endorsed by parliament on 26 November 2024.[3]

The leadership election was attended by officials from the Ministry of Federal Interior and Reconciliation.[1] Hassan holds dual citizenship in Somalia and the United States.[4]

Mandate and reforms

As Chairperson, Hassan has led the commission's efforts to transition Somalia towards a universal suffrage electoral system, with the goal of implementing “one person, one vote” elections.[5] This shift is intended to replace the long-standing clan-based power-sharing “4.5” system.[6]

Key initiatives during his tenure include:

  • December 2024: A commission retreat was held to establish internal structure, sub-committees, and a code of conduct.[3]
  • December 2024: There was consultation with religious leaders in Mogadishu to canvas community support for electoral reforms.[7]
  • April 2025: Biometric voter registration was launched in Mogadishu, marking the first such exercise in nearly six decades.[8][9][10]
  • By June 2025: Voter registration efforts were expanded to Federal Member States.[8]

Public Engagement

Hassan has participated in a number of public outreach efforts aimed at informing citizens about the commission’s work. On 10 May 2025, he took part in a public forum in Mogadishu to discuss voter registration progress in the Banadir region and preparations for electoral district mapping.[11]

On 18 July 2025, he met with the Governor of Banadir and the Mayor of Mogadishu to coordinate the city’s voter registration campaign and encourage local participation in the democratic process.[12][13]
