2San is a global company specializing in cleaning solutions and healthcare products, based in the United Kingdom. The company has a presence in multiple countries, including the United Kingdom, Australia, the United States, and Canada.[1][2][3]

History

2San was established during the Covid-19 Pandemic, focusing supplying Covid-19 tests and personal protective equipment (PPE). The company quickly secured substantial government contracts, initially providing Covid-19 test kits in Australia and PPE in the United Kingdom, establishing itself as a prominent provider of pandemic-related healthcare solutions.[4][5][6] Its Australian subsidiary, 2San Pty, became a major player in the Australian market, achieving revenues exceeding $739 million from COVID-19 test kit sales in just its second year of operation.[3]

2San’s tests can be found globally, in major retailers such as Well Pharmacy, Superdrug, and Boots within the United Kingdom, Kroger in the United States, and Coles in Australia.[7][8][9][10][11]

Plymouth Brethren Church

The majority shareholder of 2San is Dean Hales, who has significant control of the entity.[12] Dean is the son of Bruce Hales, the leader of the Plymouth Brethren Christian Church.[13] Dozens of companies connected to the Plymouth Brethren Christian Church and 2San were awarded £2.2 billion in UK government COVID-19 contracts from the Department of Health and Social Care.[14]

Regulatory and Public Scrutiny

In August 2022, 2San was fined by Australia’s Therapeutic Goods Administration (TGA) in relation to concerns about the performance of its COVID-19 tests, which were found to serially produce false negative results.[15][16]

In November 2023, the UK's Medicines and Healthcare products Regulatory Agency (MHRA) issued an urgent field safety notice after identifying that 2San had illegally repackaged and distributed unauthorised COVID-19 lateral flow devices within the UK.[17]

In July 2024, the TGA accepted a court-enforceable undertaking from 2San following the unlawful importation and supply of unregistered therapeutic goods and medical devices.[18] These included bacterial vaginosis and pregnancy test kits that had not been listed on the Australian Register of Therapeutic Goods. The products were subsequently sold through a major national retailer, prompting a public recall and further regulatory measures. [19]

The company has also faced public attention regarding its links to the Plymouth Brethren Christian Church, particularly following the award of approximately £2.2 billion in UK government contracts during the COVID-19 pandemic. Scrutiny increased after the appointment of several former officials from the UK Health Security Agency (UKHSA) to senior roles at 2San, including the former Director of Testing, Mark Hewlett, as Chief Executive Officer.[20] [21]
