Achmad Amins (July 3, 1947 – January 9, 2017) was the 8th mayor of Samarinda who began governing in the period 2000–2005. Then he ran as mayor in the first regional elections held in Samarinda City and was elected for the second time on September 19 2005, and together with the vice mayor, Syaharie Jaang, was inaugurated by the Governor of East Kalimantan Suwarna Abdul Fatah on November 23 2005 at GOR Segiri, Samarinda.[1]
Biography

[edit]Achmad Amins was born on July 3 1947 from H. Saharuddin Mappe (died in 1983) of Bugis Wajo descent and Hj. Hadipa (died on June 21, 2000) of Kaili descent, precisely in Pasangkayu, Mandar Regency, which was previously still in the province of Sulawesi before the regional expansion, approximately 60 kilometers from Donggala Regency, Central Sulawesi.
Migrating
[edit]In 1959, Achmad Amins and his father migrated to Samarinda and were "stranded" in Samarinda Seberang, precisely in Kampung Masjid. He migrated because his father was forced by a group of DI/TII troops to enter the forest to give a lecture to DI/TII troops. Because his father refused the request, his family was always terrorized and intimidated. From there, it was decided to migrate to Samarinda. At that time, Achmad Amins was still 12 years old and was in 5th grade of elementary school (formerly called SR). In Samarinda Seberang he lived with his family for about 1 year.

Traditional Titles
[edit]Given the title "Jalung Ila", (meaning: a leader who is able to protect his people) from Dayak Kenyah Traditional Figures. According to the Head of Pampang Cultural Village Arts, Petuluy Laloq, it can also be interpreted as the strongest stick, even if the sky falls it remains strong. Controversies
[edit]Mining permits
[edit]During Achmad Amins' administration, mining business permits were rampant. As many as 63 mining business permits (IUP) were allegedly issued in 2007-2008 when he ran as a candidate for Governor of East Kalimantan. Oddly, based on the report of the Audit Board of Indonesia (BPK) Number 18/LHP/XVII/02/2009 dated February 23, 2009, almost all of the permits issued did not have an analysis of environmental impacts (amdal) study.[6]
However, the city government represented by the Head of the Samarinda City Mining and Energy Office at that time, Rusdi AR said that the issuance of coal mining permits by the city government was smaller than those issued by the province and the center. Achmad Amins has issued 30 permits with a total concession of around 13,000 hectares. That is equivalent to 18 percent of the city's 72,000 hectares. Of that amount, almost 900 hectares have been mined.[7]
On May 15, 2013, Rusdi AR and Achmad Amins were reported to the Corruption Eradication Commission (KPK) by Indonesian Corruption Watch (ICW) on suspicion of receiving gratification for granting a mining business permit to a company. The report is accompanied by evidence in the form of two Rp2 billion checks signed by the company.[8]
Death
[edit]Achmad Amins passed away on January 9, 2017 at 17.00 local time at Medika BSD Hospital South Tangerang City, Banten, at the age of 69 due to complications from the disease he had suffered for the past 1.5 years. Amins was treated at a hospital in Malaysia, before finally being treated again in Indonesia.[9]
Achmad Amins' body was flown from Soekarno-Hatta Airport in Tangerang City the next day at 05.00 local time to Sultan Aji Muhammad Sulaiman Airport Balikpapan to then be laid out at the funeral home in Samarinda. After being prayed at the Al-Ma'ruf Vorfoo Mosque, the body was buried at the Kesuma Bangsa Heroes Cemetery in the afternoon. Amins left behind a wife, two children, and two grandchildren.[10]
