Article titles for Canadian provinces and territories?

Shouldn't we create an article title policy page for Canadian provinces and territories. We could be able to create a draft here based on WP:USSH in WT:HWY. The reason why I am saying this is because one person might move X Y Z to Y Z (X) or Y Z per WP:COMMONNAME and don't realize the title is against WP:TITLECON.
