Liu Weihong, also known as Ruby Liu, is a Chinese property investment manager and as of May 2025 owner of Tsawwassen Mills in Delta, British Columbia, Woodgrove Centre in Nanaimo, and Mayfair Shopping Centre in Victoria, British Columbia,[1][2] as well as Arbutus Ridge Golf Course.[3] She was reported in 2025 to be a billionaire.[1]

Liu moved to Canada from China in 2014. Liu became a permanent resident of Canada in 2017.[1]

Her properties are administered from Ruby Liu Commercial Investment Corporation (RLCIC) head office in Nanaimo.[1][better source needed] According to official paperwork RLCIC's place of business was Richmond, British Columbia.[4] As of May 2025 the RLCIC had a subsidiary called "Central Walk" corporation which holds the leases for the three shopping malls.[5] According to its website, Central Walk also owned as of May 2025 a number of assets in Southeast Asia.[6]

In 2019 Liu sold the Central Walk Shopping Mall in Shenzhen to Hong Kong's Link Real Estate Investment Trust for more than $1 billion.[1][2]

In May 2025 RLCIC transacted for 28 commercial leases at Canadian shopping malls which were formerly owned by Hudson's Bay Company.[5][7][8][9] She planned to launch a new department store chain in these locations.[10]
