The New Deal for Toronto Act (French: Loi de 2023 sur un nouvel accord pour Toronto) is an act of the Legislative Assembly of Ontario relating to an agreement between the provincial government and the City of Toronto.

Background

[edit]

The provincial and municipal governments reached an agreement.[1] The federal government was an observer at the negotiations, but was not a participant in its implementation.[1]

Provisions

[edit]

Recovery for Growth Act (City of Toronto) 2023

[edit]

The legislation transfers responsibility for the Don Valley Parkway and the Gardiner Expressway to the provincial government.[2]

The provincial government also agreed to transfer CA$1,200,000,000.[2] This included CA$330,000,000 for new subway integrated provincial transit projects, starting in 2024, across three years, and CA$330,000,000 in one-off funding for subway and transit safety, recovery and sustainable operations.[3]

Rebuilding Ontario Place Act, 2023

[edit]

The municipal government agreed to allow the Ontario Place spa development to proceed.[4]

The legislation exempts the development from the Environment Assessment Act.[5]
