Jagadiswor Narsingh KC (Nepali: जगदिश्वरनरसिंह केसी; also spelled Jagadish Narsingh KC or Jagadiswar Narsingh KC; born February 28 1964) is a Nepali Congress politician and social activist previously serving as the Member of Parliament (MP) from Nuwakot District. He served in both the first and second Constituent Assemblies of Nepal via the proportional representation list of the Nepali Congress.[1][2][3] KC is a staunch supporter of diversity, equity and inclusion within the party and the government.
Political Career
[edit]K.C. was active in the constitution-drafting process. During deliberations in 2009 he spoke on clarifying the definition of minorities and marginalised communities in the new charter.[1] In 2015 he was among Nepali Congress lawmakers who registered amendment proposals on the constitution draft,[2] and he joined other party members in submitting written views at the Constitutional–Political Dialogue and Consensus Committee, including on the relationship between secularism and religious freedom.[3]
Nuwakot district leadership and initiatives
[edit]K.C. was elected President of the Nepali Congress Nuwakot District Committee in 2016, defeating Ramesh Mahat by 332 votes to 318.[4] This was his third stint as the Nuwakot district president of NC. In 2018 he hosted and spoke at the gathering of NC district presidents held in Kakani, Nuwakot, convened to forge a common position on amendments to the party statute ahead of the Maha Samiti meeting; the event concluded with a 38-point declaration.[5][6][7] As district president, he led delegations submitting memoranda on local issues, including a request to the then Prime Minister K.P. Oli for medical support to citizens injured during the 2017 general elections[8] and a petition to the Ministry of Physical Infrastructure and Transport to repair access roads to Nuwakot during the monsoon season.[9][10]
On 2 September 2023, KC, along with fellow Nuwakot lawmakers and local representatives, delivered a memorandum to Prime Minister Pushpa Kamal Dahal at Baluwatar. They highlighted the hardships faced by residents of Banchare Danda caused by mismanaged landfill operations. Among the demands were full blacktopping of the Tinpiple–Pipaltar road—deemed essential for the district’s development—and implementation of previously agreed-upon measures. KC warned of staging a hunger strike at the federal Parliament if these enduring issues remained unaddressed.[11]
Bagmati Province party election
[edit]KC ran for the Nepali Congress Bagmati Province presidency during the party’s 14th general convention. However, he lost to Indra Bahadur Baniya by 1,085 votes to 927,[12] after an initial multi-candidate round with Bhimsen Das Pradhan.[13] Baniya was backed by the Deuba camp, whereas KC had the support of future President Ram Chandra Poudel, Gagan Thapa and Shekhar Koirala.[14]
Positions and internal party views
[edit]K.C. has publicly argued that the Nepali Congress should curb factionalism and select leadership on the basis of performance and public service rather than cronyism.[15] At a party program in 2020, KC criticised party President Sher Bahadur Deuba’s leadership style stating that his autocratic and undemocratic nature was harming the public opinion of the party.[16]
In the lead up to the 15th general convention of the NC, he has been a prominent internal critic of the party leadership and direction, stating that the party would face increasing challenges unless Deuba was replaced and urging overdue organisational reforms.[17]
Personal life
[edit]KC is the younger brother of Senior Nepali Congress leader Arjun Narasingha K.C..[2]
